Energie des Grands Lacs (EGL), an international organization formed under the auspices of the Communauté économique des Pays des Grands Lacs (CEPGL), intends to select – on behalf of the Democratic Republic of Congo, Rwanda, and Burundi – an investor or consortium of investors from the private sector to develop, finance, construct, operate, and maintain the Ruzizi III hydropower plant (Ruzizi III). Ruzizi III will be located downstream of the existing Ruzizi II hydropower plant on the Ruzizi River, which forms the border between the Democratic Republic of Congo and Rwanda. The capacity of, and energy generated by, Ruzizi III will be purchased by Régie de Production et Distribution d'Eau et d’Electricité of Burundi (REGIDESO), Société Nationale d’Electricité of the Democratic Republic of Congo (SNEL), and Energy and Water Sanitation Authority of Rwanda (EWSA, and collectively, the Offtakers) under a long-term Power Purchase Agreement.
The investors are being selected through an international competitive tender. EGL is being advised by Hunton & Williams LLP, Castalia Strategic Advisors, and Manitoba Hydro International. EGL plans to release the Request for Proposals to the existing short list of Pre-Qualified Applicants during the first quarter of 2012.
